Yep its i14 and still has the crappy +1 frame on hit...

f+3's stun on ch is the same as b,db,d,df+2.

At i20, its not really useful at all...and I kept whiffing on Marduk yesterday at point blank range!

That's unique to Marduk, due to his stance. His right leg is so far back, the right side of his torso is pulled out of the hit box of this move, whose forward progress is halted by the left side of Marduk's body.

Jack's right shoulder makes contact with Marduk, doing no damage since it's not the limb-of-attack. This contact keeps the knee from making contact.

This doesn't happen with other characters, or even with Marduk if he's crouching, moving forward, or attacking.
