how to get it what is the proper timing??

Check the move list, I think it shows the just frame.

What probelms do you have exactly on executing it?

i have seen it in the move list..what is just frame??does it take a proper timing or what..

Correct, "just frame" or ":" means you must hit the command precisely, on a certain frame/within certain frames that is/are dispayed on your TV screen. Tekken 5 runs at 60 frames per second.
In this particular case you must hit the 1 well timed after the 2. If you look at the movelist and look at this particular move, pay close attention to the timing of the 2 and the 1. Look at it multiple times and try to remember that timing, then go practice it. It's really not that hard and I'm sure you'll be able to do it with some practice.

Just hold a the 2 a liitle bit then press 1. My friend use this trick and he never miss it.

Not a bad idea at all... But I think everyone has his own tricks/methods that work well for oneself. Since I am a musician I always try learn JF's by learning the timing thinking of it like a rythm. Others like to press another button between the required ones (like with Lee's mist step throw b+3,3:4 performed by doing b+3,3,3,4 or Lee's JF b+1:1,2 performed by hitting b+1,2,1,2) in order to get a sequence of buttons that only need to be pressed at the same speed. I guess in the end it's all about finding the method that works best for you.
